Organic structure
Two types of bodies can be observed within IEI’s internal structure: administration bodies and
functional bodies.
The Administration bodies organise the internal administration. The Functional bodies have technical, specific functions.
President
The President represents the IEI and he also authorises, that is to say, he orders by means of decrees the performance of the Board of Managers’ agreements within the economical area (to authorise payments, contracts and projects’ concession, ...) and within the personal area (director’s appointment, ...). In addition, he can hold disciplinary functions and begin juridical proceedings and resorts in the name of the Institution.The statutes of 1993 increased enormously the functions of the President.
Board of Managers
It is the board that exercises the functions of management together with the President. It has faculties to decide the proceedings in the economical area (to approve the budgeting, ...); in the technical and specific areas of the IEI (approves the general programme of activities, awards prizes, aid and grants, appoints members and collaborators, ...); in the juridical and personal area (notification and selection of staff, ...).The Board of Managers is made up of the President, the Vice-President and the Manager of the Foundation, five members representing the General Board, three presidents of the Regional Boards, one representative from the Conselh Generau d'Aran, two representative from the University of Lleida, the manager of the Associated Centre of the UNED from Cervera and Seu d’Urgell, the secretary and the inspector of the Dipuatció of Lleida, and a member of each of the different political parties of the Diputació of Lleida. General Board
The General Board is a body that does not have any kind of administrative competence. It deals with the formulation of organisational proposals (to propose the annual programme of activities, to propose the department’s structure and sections, to propose criteria for the functioning of the services, ...). These proposals have to be approved by the Board of Managers in order to be effective. [ General Board members ]Manager
The Manager, Joan J. Busqueta Riu, holds the function of directing the daily activity of the Institution: to direct the staff, to be responsible for the daily movements of the Foundation, to coordinate the job of the Departments and sections, to direct and inspect the Technical Services of the Foundation, to plan the daily budget, to write the annual programme of activities and to write the report.
